I want that T-Rex costume to count as armor. AC7 (AC8 in AD&D)? Uh, AC12 in ascending AC.
Optional rules: the tiny arms make it harder to attack: -1 to hit; but, the whole effect is so cute that potential attackers have to make a save vs. paralyzation before they can attack the wearer. They may make one save attempt per round. After they save, they are no longer affected by this power in regard to this particular person wearing this particular suit.
